Details: April 1883, on the banks of the Potomac. William Lake, the designer of the "Neptune", a revolutionary submarine, receives a letter from the Department of the Navy in Washington. No one there is interested in his boat. Lake, who has invested the entire family fortune in the construction of the ship, must now accept an offer from Gunther von Stundendt, who pretends to want to use the ship for his marine expeditions. At the same time, John Adam Wilson is planning a regatta between New York and San Francisco, open to all types of ships. One of the sponsors for the regatta is former frigate captain Hunley Horace, who in reality works for Campell & Fergus, a shipyard that has just built one of the most modern steamers in the world. Campell & Fergus's rival is George Altdorf, the founder of the United Corporation Arsenal. Altdorf, who apparently enjoys the favor of the government and was about to present the plans for a completely new series of steamers to the navy, now fears becoming the victim of a conspiracy. On the same day the race starts, Lake is supposed to hand over his "Neptune" to Stundent. Then events spiral out of control.
